Categories in real estate blog

Also, one would likely want to be able to move a post from one cat to the next, does this post keep the same URL, or do we have to have it so that the URL reflects the category that it is contained in. I was thinking if we just base it on postcount or order, and then just have a flag that controls the sub navigation then there are no URL issues ... just brainstorming here
