Nine Eau Claire Homes for Sale for $1 Each!

First this guy in Whitehall (about 30 miles south of Eau Claire) offers to name the buyer of his home as the beneficiary of his life insurance policy...
Then there was the terrible flood in central Wisconsin which eroded the bank between Lake Delton and the Wisconsin River. Lake Delton emptied into the river, but not before taking this house with it!
Now-- Eau Claire County, in its infinite wisdom, has decided that some of the most prime riverfront real estate in the city should be used for....a new jail. So the dregs of society will have a better view than most of us productive citizens. What a terrible use of taxpayer money. I'm sure some local developers would have liked to get their hands on the property to put up something useful like, oh, I don't know, nice riverfront apartments, stores and restaurants? But no, we get a waterfront jail because the attorneys don't want to drive to the other side of town. Grrr...
Now for piece-de-resisitance: Eau Claire County paid a million bucks for the land and is selling the nine homes on the land for $1 each (buyers must move the homes)!
This really turns "buy low, sell high" on its head! Is this like a negative 100,000,000 % return on investment, or is my math wrong?
